If your in the US, and you want to use it for ANYTHING other than hobby/recreation use, you must get Part 107 certified by the FAA. This link to the FAA UAS website is a good place to start...Getting Started

in US the feds say you do need a 107 license.
If antartic tours, nope, no government to force you to.
