The 12v outlet cannot do anything for you alone.
You would need some type of power inverter to turn the 12 v into 120v to power your charger.
There also may be some field chargers that can operate off of the 12v, but I am not sure.
There are quite a few threads here regarding the use of inverters.

No it won't work (directly). I bought one of these Car Charger Adapter for DJI Phantom 3 Professional Pro Battery Quadcopter RC173 | eBay and it works fine. (All batteries are the same on the P3 series)

Definitely you can charge phone and p3s battery through car battery, but you should have charger for that.
