Camera bench test fine but when I fly keeps jerking up

It's on the shoulder and the person I got the camera and gimbal from suggested since I had newer controller that I take spring of dial and add small piece of foam for resistance would help, but no luck still jersey in flight wanting to pull up when I use wheel to scroll camera down. P.s. I turned fpv in vision software off.
