Format card and using Flight Sim

I need to format a new card and there seems to be some uncertainty as to whether this can be done on a PC.
I'm running Win 7 Pro and it would be easier to do it on the PC.
My other question is regarding the great Flight Sim from DJi. Is it possible to display this on a larger machine than my Samsung Note 4, it would be great to see this on a lap-top or, at least, a larger Tablet (hudl 1. ??)

You can run the flight simulator from any mobile device that can run DJI GO. If you're in the market for a larger mobile device, you can find a list of recommended and commonly used tablets here.
