Around Federal Rules & Regulations that protect our National Airspace System? That's a big NEGATIVE Ghost Rider! The Pattern is CLOSED (not full).

Flight Restrictions are Flight Restrictions are Flight Restrictions. The details are available online but there are not "loopholes" etc and especially for sUAS operations.

That's the biggest, baddest restricted area in the country! No one flies into that zone without specific training, approved flight plans and authorizations (e.g. All commercial airline flights into Reagan and Dulles). Take a look at that area on a chart using somethin like Skyvector. That big red circle is a hard wall tha will bring a lot of grief to anyone breaching it.

That red circle showing in Skyvector appears to be just the NOTAM / TFR that relates just to the VFR speed limits in the SFRA. 1/1155 NOTAM Details

AFAIK, parts of Fairfax (Fairfax Station area looks to be good) are outside the 15 mile inner SFRA radius and not in the Dulles Class B space. The OP should be able to fly in that area. You don't need to be outside the 30 mile outer ring. No Drone Zone

As mentioned before, see a Sectional Chart for where the inner zone and CLass B + other surrounding airports are.

Ans finally, there may be other NOTAM's restricting flights at various times based on VIP movement & other circumstances.
