Is flying over highway consided illegal or categorized as flying over people?

Are there people on the highway and under the drone at the time?

Yes Cars driving around its a rural town not like a major city or interstate

From what I've seen, read and heard, no. If the cars are stationary, then it is OK. If they're moving, and your drone crashes and hits a moving car, it could cause a wreck. Not sure I'd be willing to take that chance.
