polar pro or cheaper alternative?

want to get a good set of filters. not looking for the absolute best as im not using the footage for commercial purposes. I see the polar pro seems to be the current leader. are there any alternatives of similar performance with lower cost? also what would be a good set to buy? ive seen most have a polarizer, nd4 and nd8. whats the polarizer for?
