No camera rotation!?!

Hi! New to flying my Phantom 4. Using beginner mode. Can't get the camera to rotate using the wheel on the controller. Up and down does work. Yes, I removed the foam pad around the camera. Am I missing something? Thanks.

Camera does not rotate horizontally. You rotate your drone.

The camera can move slightly left and right, but that's done with the software to automatically smooth out abrupt rotations of the AC. It doesn't spin around.
