Can you use an iPad Air 2 with the follow me enabled on my P3P

You can only use Follow Me with cellular Apple devices. It won't work with a WiFi only device -- unless you use an external GPS receiver.

P3P can follow you if it knows your location and to get your location at any time you need a GPS enabled device.

Can you use a Wifi only device if it is tethered to a cell phone via a hot spot, or must the device itself have cellular service?

During tethering a device only internet is shared and not GPS. So tethering will not work in this way.

Okay, thanks. So, back to just pulling out the phone when I need Follow-me, which isn't often.
