In most cases it turns out smoother because your compressing 4k resolution into 1080.

Hmm... There is definitely a difference in quality between shooting 4k and 1080p when exporting in 1080p and it's not just that the noise is a finer grain. I haven't compared the two on the phantom but I have been using the GH4 for many project and I can't imagine that the principle doesn't apply to the phantoms camera.You don't get more details. You possibly get less noise. 4 pixels are averaged into one.
^ this guy... he gets it.You do get 4X the color data. The P3 records in 4:2:0. When you play the 4K at 1080 or process it to 1080, the color data is preserved at 4:4:4.
