anybody know how to look up drone owner on registration list. I keep hearing how list is available to public but I can not seem to find it to look somebody up to see if this is true or the beginnings of an urban myth.

It's true (although as noted above not publicly available yet), but you won't be able to "look somebody up".

I will be searchable by registration number not by name or address.

I don't recall where it's located, but someone posted an email here from the FAA that stated there might even be a middleman between plugging in the registration number and retrieving the registration information. So, for the time being, there's no telling if the FAA is going to copy the existing N-number lookup exactly.
