I chuckle because I was staying just outside Disney property last week and flew the grounds of the hotel I was staying at. You can see the Characters of Flight baloon in the background of the video i did.

Now, I did fly JUST on the edge of the Disney World TFR http://tfr.faa.gov/save_pages/sect_print_4_3634.html, so I was legal...
I did keep it under 400 feet as well
