My 9 year old wants a quadcopter but (luckily) she wants "a real small one that she can fly around the house."

The Air Hogs Helix x4 might do the job. The frame is all foam so it should theoretically take a lot of damage and is meant for indoors.
There are a ton of entry level quadcopters on the market. This review site does a nice job of detailing entry level drones to more commercial based drones in their best quadcopter review.
