Viewing 2.7 and 4k files??

When I try to play raw 2.7k and 4k files on my computer media player always says it's unable to play them. I know I probably need to upgrade my graphics card to one capable of playing them.. is that all I need to do? Can I play 2.7k and 4k files on a 1080p monitor, or do I need to upgrade the monitor too? I know the monitor wouldn't display the full resolution, but I'm just wondering about viewing the files. Do I need a different media player other than Windows Media Player?

Also, what's a good budget card for 2.7k and 4k? Thanks in advance.
