It sounds like they are wanting to impose more testing and inspection fees. Pat Mullen, Manager, Small Airplane Standards Branch, AIR-690, Policy and Innovation Division, Aircraft Certification Service sounds like he doesn't understand drone usage.

This is no big deal. It's a change in procedure for type certs for the +55lb crowd. Mostly delivery drones.
