Clouds stuttering/glitchy frame rate issue

I saw a thread or possibly a YouTube video on this but I can't find it. Not sure if the guy even found the solution anyways..

The problem I'm having is that look of cloud shadows being glitchy and stuttering in movement. What do I need to change? Frame rate? Is this just what to expect with 4K 30fps and the only cure is the 1080 60fps or is there a camera setting I should be playing with.

I just ran into the same problems with my P3P at 4k 30fps...

I know this thread is old, but maybe there is anyone with some information / solution to this?
