Who says planes don't fly below 500 feet?

Being a pilot I'll tell you 100% that Cessna pilot was "legal" so long as he was 500' (linear not altitude) from the boat. It looks like he might not have been that far but it's VERY hard to judge distance like that.

I totally agree I think the paraglider(s) were behaving unsafely in the 2nd story.

People thinking you'll never see a manned aircraft below 500' are just not being realistic or they are getting their information from half informed sources. At any time there could be Law Enforcement, MediVac, Surveillance, Industrial Inspection (power lines, right of way clearing etc), AG Spraying, Fire Fighting, Para Gliders and many other manned aircraft well below 500' AGL.

The moral of the story is it's morally and legally OUR responsibility to See & Avoid all manned aircraft.
