While browsing a thedronenews site they highlighted a video from Miami. It looks to be from a large drone company (Drone Nerds) that has a big youtube channel. I would expect them to be a bit more responsible. For what its worth the port of Miami is actually not part of the surface class b.
So lets start counting all the rules broken...
1. No operations from a moving vehicle unless the operation is over a sparsely populated area.
2. Small unmanned aircraft may not operate over any persons not directly participating in the operation, not under a covered structure, and not inside a covered stationary vehicle.
