I have read references to flight (not descent) speed limits that were introduced in a recent firmware update? Is this true and, if so, what is the new top speed?

Not a speed limit - a tilt limit. Now 25 degrees in GPS mode; 35 degrees (I think) in ATTI mode.

Has it resulted in a decline of horizontal speed and, if so, how much?

It's actually 15 degrees in GPS mode and 25 degrees in ATTI mode in the latest firmware updates. It was reduced in 3.0.

I haven't been over 45 mph since the latest updates.. and I've been up to 65 mph in the past with no wind (atti)

Thank you for the correction! I must have been thinking of the figures in older firmware.

I only need to go about 12-15 meters/second. My gimbal doesn't perform well at higher speeds.
