From another forum, I found out that a pilot had been cited for flying in a National Park.
A camper at the Gros Ventre (tetons) NP decided he was going to fly his bird.
The thing gets trapped in a cottonwood tree. He can't reach it so he goes to get a stick.
In doing so, someone comes around and steals it.
He calls the rangers. They cite him.
Is this the first actual citation or have there been others?
