AMENDMENT TO H.R. 4441-???

What do you all know about this

I tired a search here & got no results. Has this passed or just proposed?
And if I read it correctly it says Micro UAVs under 4.4 lbs Do not need a Pilots license to operate under 400' and usual NFZs
Also it says we would not need a COA.
But.... Do we still need the 333 Exemption to use commercially or will there be a different thing to acquire?

Adding to this. From Representative Davis' Davis to Offer Amendment to Exempt Small Drones from FAA Regulation

This was just proposed on 2/11. Not passed yet.
And I'd think we still would need to get the 333 to fly commercially.
Looking forward to all your comments...

This only pertains to commercial operators to help ease up on the requirements of the 333...
