Wifi Status Bars won't turn Blue

My wifi status indicator on the P2V application will not turn blue. I am on an android note 2 on sprint wireless. I have turn off automatic wifi settings and tried changing other settings multiple times with no luck.

Someone help me understand what this means, because The P2V still flies and I can see it off of the application. why wont it turns blue?
