I preordered the Pro with extra battery from DJI. I just got it from FedEx but there is not an extra battery with the package. Am I missing something? Is it being shipped later?

Yes, it seems that they are shipping the extra battery out later once they're available. The timeframe of "mid may" has been thrown around a bit - not sure how accurate it is.
I was looking for a thread like this after I looked all over my package for an extra battery. My assumption was it would come later. You would think they could have put a note on the packing slip!!! Had me worried.
