What's a freeware alternative to lightroom and photoshop for a windows 10 user?

Looking to edit some Raw Dng files, so I downloaded lightzone, but I found that the files degraded down in quality when the end product was finally saved. Is that normal? Seems like a lot of detail was lost from the conversion of dng to jpeg. What is a legit program for photo editing? Please help. I'm still new to editing photos. I'm looking for a free one to play with.
 
Most posts I've seen mentions Gimp as the best freeware for photo editing. I learned Photoshop, tried to get into gimp but I was too lazy.. ;) So I still think that Photoshop is the best software. I think you can get a subscription for like 25$ a month.

I use iPhoto Plus which is an old Dos program that somebody made to work for windows (I'm on win 8.1) but I had to pay ten bucks for it on eBay - it was worth it.
