I have a p3p. I was just curious if the video cached to my android device (Samsung Tab 4) is the same quality as the video on the SD card, or are they the same Video?

No,it caches it at 720 and the live feed is 720. If you did 1080 or 2.7k it will look way different.

Thank you. The video seemed choppy. I was thinking if it was 4k my device just could not play it smoothly.

If your filming in 4k just make sure you have something that can play 4k. It will definitely look better after watching what you filmed.

How do I set mine to get 1080 or 2.7. Not sure what I'm doing.

When in camera screen you should see Menu to the center right ,tap it and then the movie camera and then you will see Video Size .
Tap on it and you will see your choice's .

Yes I think I will step the video down when just filming for fun. My laptop with VLC will do 4k but dealing with the size of files it is not practical. Being able to upload the raw video or viewing on a mobile device 720 or 1080 would be sufficient.
