I use Adobe Premiere for the good stuff, Windows Movie Maker (free) for the quick and dirty uploads to Facebook
 
How you are uploading to YouTube in 4k?
I do not find an option for higher resolution than 720p.

As long as the video is 4K you should see it when you go to export to YouTube. Here are a screenshot from my iPad and MacBook.

Adobe Premiere, you have quick and professional option to edit your videos, awsome software
 
I've never seen an option to choose a resolution when uploading a video to YouTube with my Windows PC.

What I find with YouTube is that despite always using the same editor and same method, when I upload a 1080P file, sometimes it cuts it way down so the only option to choose is 360P. Then I have to delete it and start all over.

I made the mistake in my Filmora editing SW that I selected the wrong resolution. Therefore the artwork was downsized in the resolution.
