Version 2 P2 H33D controller?

I have a P2 version 2... The controller has a lock for the throttle in down position. Why?

Descending. Once altimeter/altitude readings stop changing motors turn off.
I don't trust it.. even at 2ms I still think there is a chance of prop wash..
