I'm running Parallels....... I downloaded and installed the iOSD assistance v4.00. For what ever reason it doesn't see the iOSD on my Phantom, I tried it with the phantom powered up and not powered up. All I want to do is move everything in a little on the screen

I run the iOSD assistant via Parallels ok. The USB cable needs to be plugged into the iOSD mini and the Phantom on. Parallels should ask if you want Windows or OSX to have control over the attached USB device. Select Windows.
