Trying to get back in the air after a crash. The prop on one arm wants to move slower than the rest. It move's slower or faster depending on the throttle, but never has the same oomph as the other motors. I have already replaced the prop, the motor, and the ESC. The P2 it won't fly because that prop won't provide its share of lift. It just tries to flip over. Any suggestions?

There's not much that can go wrong with the BLDC motor aside from bearings. Sounds like a ESC.
You can swap the motor with one of the other three to see if the problem follows the ESC or stays with the motor.

Only three things it can be, bad motor, bad ESC or bad main board. Since the ESC is the motor controler I would suspect it. Spin the motor with you fingers and do the others to see if they feal the same. If they do I would try another ESC.
