Be careful of the no fly zones around SF. Someone was detained for flying at ocean beach and has a court case coming. I don'tknow further details but apparently that is a no fly zone

Yes, the Aquatic Park, Presedio and all beaches from Ocean Beach north to Pt Reyes are under the control of the National Park Service. Muir beach is the only beach that is exempt. NPS has a total ban on drones. They are now enforcing it vigorously. Don't loose your drone to these guys. Especially the National Park Police will take your equipment and write you a summons.

What monitor and sunshade are you using? Can you see in that light?

In this case where the NPS is also within city limit is, the trick to not getting caught is to not stand within the park.
You launch from across the street. There is nothing they can do about a flyover and they certainly have no claims to the water.
