Is there a way to set a position/direction/gimbal angle so that you can always send the Phantom up to that position?

For example, lets say you are building a house and you want to take an aerial picture every way from the exact same position in the sky, pointed in the same compass direction, and the gimbal pointed down at the same angle.

Or is this the sort of thing where we need a ground station-type app?

No. You'll have to manually set this up each time.

Mark a point on the ground.
Take off vertically from that point to the same altitude.
Remember camera/phantom nose angle and camera tilt angle.
Remember all the ISO?white balance settings etc..
Use a phone that can multitask and switch between the pilot app and the gallery (yesterdays photo) to assist in framing.

Good idea though. Something that one of the third party app developers might be able to implement
