Silly Gimbal question

Why do gimbals need motors? Wouldn't it be possible to design a gimbal like a steadicam so that gravity kept the camera level?

Wind and momentum will tilt the camera during flight. These factors require motors to compensate.

I guess in pure theory, yes,. one could rig up a Steadicam type thing to a quad copter.
But the downside is that those require a counterweight and space for it, and while it might remain steady for the shortened flight, it would also be affected by wind and would probably be all over the place.
