It'll stop when they start getting booked for reckless endangerment.

It's the news organizations flying the drones.

I wonder if they would ground firefighting efforts because of news helicopters?

The TFR [link] grounds all aircraft except those operated by the National Multi-Agency Coordinating Group (NMAC). The NMAC dispatches air tankers to wildfires. Their policy is to ground all airtanker operations if an unauthorized aircraft is in the vicinity of an active wildfire. News helicopters will not enter those areas. They don't need to. Typical news helicopter camera can read a license plate at 2,000 ft. [link]. For something as big as a wildfire, they can get quite a good close up from five to ten miles away.
