Cannot seem to find info on this. I have a PV2+ and wondered as the connection to FPV is WiFi can I run two phones at the same time with the DJI vision app. If so would the both be able to control the camera? Or does the App lock out a second device connection?

Do not believe this is possible.
IF you're savvy, and good with electrics and can get it to work, it would probably be very laggy.

Just tested it out and whilst the Wi-Fi will connect you cannot run the DJI app twice.

Yes this works, on my htc using the micro usb to hdmi allows me to output to the phone and my tv for example.
