Refresh Rate on IPad mini Screen Slow

Running the latest updates IOs9, 2.3 on app, and latest drone update. The screen refreshes very slowly, sometimes going black then coming back again.
Not sure of the issue, but it started after the latest update, maybe I changed something or something got changed.
Any Ideas?
