So i know its possible to plot waypoints on google earth and use it to plan for changes in elevation of the terrain, but it doesn't seem to account for the heights of buildings, only ground level. Is there a tool or add-on for google earth that could possibly provide this information? If that makes sense.

No.

They dont have an iOS version, so i dont plan on trying to fly with it, but the web version could be pretty useful for getting the heights of buildings and power lines if its reliable.

Plot waypoints in GE using the path feature.
Save out as a kml.
Import kml into Litchi Mission Hub.
Create parameters of the mission (tweak lat/long, alt, speed, poi's, actions, etc...).
Export mission from Litchi as a CSV.
Import CSV into GE, apply a style template using alt as a height field.
Verify GE path against plotted height markers from Litchi.
Fly.
