If you are flying for a hobby that is completely unnecessary.
That is only an issue if you intend commercial use and if you do, it's almost impossible under current FAA rulings.

I thought that flying commercially in the US was completely illegal, and that everyone who was doing it was basically flaunting that, while the FAA came up with new laws. So there is actually a licence system like there is here in Australia? How much does it cost?

The FAA has exemptions for one operator in a remote oilfield in Arctic Alaska and 6 Hollywood drone camera companies.
That's it - 2014 and the USA won't let anyone else use multicopters commercially.
