Photo from video better or worse ?

Ive been asked to take an aerial photo of a friends house but Ive only ever used video .

Is it better to use the photo mode or use video at a high frame rate ?

The advantages of filming video are that I can fly around to my hearts content and then
just scroll through the video for the best shot but with photo Ive got to keep checking the screen etc

which produces the best quality ?
 
Here is a screenshot from a 1080p video using Vivid Color and enhanced with Fotor editor. I'm not much for photo editing but I think it turned out good. I'm sure a 2.7K or 4K video would produce much better screenshots.

It doesn't sound like you do much photo editing so I guess the screengrab technique will be OK.
You might struggle to get a clean frame unless moving slowly or stationary.
For best results proper stills will normally be the way to go but must admit I've been surprised what you can grab from highest quality setting video.
A bit of noise reduction is often helpful.
