My phantom 3 advanced will work on my Verizon tablet but it will not connect to my note 4. Can you use two different controls at different times to control a drone?

You can fly your Phantom from different devices -- if that's what you're asking. Just install DJI GO on each device and login.

When you sign in on a different device does your settings stay the same or do you need to set them up on each device so their the same?

Since some settings are stored on your device, you'll need to set some of them up again on your new device.
