Flying today in very little wind and the phantom didn't seem as fast as normal.
The speed info on my fpv was showing 6-7 m/s at max throttle. I've seen these speeds previously at 10-12m/s.

Has the recent update slowed the phantoms down at all?

Various videos of 3.04 have shown that max tilt has been reduced to 15/25 degrees in gps/atti mode. It used to be 25/35. The rational was to provide more margin of stability for overloaded Phantoms. As less the greater the tilt, the less thrust is available in the vertical direction to maintain altitude.

So yes, max airspeed has been reduced in both gps and atti mode, this is especially noticeable in GPS mode. This can be dangerous in situations where one needs to fight a headwind. We can only hope that DJI would have this as a configurable option in future assist software so those that don't overload their phantoms don't have to suffer the reduced performance.

Not happy about that at all! If dji made this clear I would not have upgraded the software.

Just last week I was getting some nice shots running along side some jet skis. I doubt if I'd be able to keep up with them now.

Anyway of downgrading?
