It's a complete Phantom. They just mean it does not come with an extra battery, etc.

I went ahead and purchased this. The p3p woudld've been nice, but I have no 4k equipment for playback of videos which makes this better for me. It's an upgrade from my p3s. Now all I need is a good sd card.
