No they are slightly different versions. The v3 has some mods to it to try improve some previous issues. Updated motors and ESC and some have a vented wifi transmitter. I believe it has a updated prop also.

The v3 also has the shielded compass (which basically just looks cleaner), remote controller with the tilt wheel, and better shielding to prevent the satellites from dropping out. If you're buying, get the v3. It is possible to do most of the mods on a v2 yourself, but it'll end up costing a few hundred more.
