The number AirMap lists for Oakland International Airport in Oakland, CA. is 510-563-6436. That goes to a voicemail box for Matt Davis, Manager of Airport Operations. He lists a general number for Airport Operations of 510-563-3361. When I called that number, they told me to call the local FAA branch! Obviously there's a problem when the FAA says to call the airport, and the airport says to call the FAA.

It is the Oakland Tower. PLEASE ask them if they are busy FIRST before you start your notification request. If they are busy, tell them you will call them back. They are there 24/7. Hope this helps.
