Its kinda gray dont you think? This guy bought that cheap drone just to mess around. But on the other hand Faa states its not heavy enough to cause damage, so why arrest him? Why not just inspect the drone they give him a ticket for hitting the building. Yeah you can fly that doesnt mean you can hit buildings.
Arrestung and questioning him for isis lyncs i thought was alil too much.
