No yaw on camera

Hi all i have installed a new camera to my p3a but i can't get it to turn left or right more than approx 2-3 mm any ideas please

There is no left right camera control on any of the Phantoms - you turn the aircraft, perhaps you mean up / down?

If you mean when your panning it moves it left to right a little to make it smoother. It's a camera setting

When it's powered off are you able to move the camera, does the camera go through the full startup process, i.e. Moves the camera through all angles ?

That is quite normal.
There is no ability to pan the camera on the Phantom.
If it did, you'd get a great view of the landing gear.
