Newbie Question - Reading a VFR Chart

Hi,

Does anybody know what the blue circles means in this diagram?

Since you are in the UK it would be best to consult a local airport tower for clarification. 'Whitegate' is a non-directional beacon (NDB) used in aircraft navigation. I don't see any airports indicated in this chart.
