New classification for small drones promises to relax restrictions?

Has anyone read about this new law being proposed by an Illinois Congressman which will define "micro-drones" (our craft) with a more reasonable set of commercial flying restrictions than currently exists, bypassing the onerous and dumb pilot's license requirement for one?

It's here and I'm wondering what pilots on this forum think about it.

Seems it's heading that way in Australia also, although for small UAV being sub 2kg.
