Ok, so here is 1155:

Essentially, it stipulates a flight speed of 180knots or less within 30nm. It does not say no fly.

8326 stipulates a lot of conditions for the Flight Restricted Zone, or FRZ (inner 15 miles) operations for approved flight plans, and that model aircraft are prohibited from flying. The Special Flight Restricted Area, or SFRA, is the outer 15 miles. There is the 1155 180 knot speed restriction in the SFRA, plus a lot of other restrictions. I fail to see where model aircraft are prohibited in the SFRA area.
