is cellular data used when flying?

hi guys.
first of all i searched this on the manual but could find a straight answer, so i would like to ask if flying a p3 pro uses data from a cell phone?

im asking because a did a 20 min flight past saturday, my first flight, in which everything went ok, but a couple hours later i noticed my data plan had already expired (i consumed all my gb...)

for downloading maps yes, but not a massive amount of data.
