No you don't need any iCloud account to to fly your P3. I usually fly my P3P with airplane mode on. That's totally disables Internet access on my mobile.
If you see a small cloud on App Store against an application, it means that you had downloaded that app earlier and doesn't exist any more. So download again if you want to use it.
If that app exists on your mobile then App Store will show Update or Open and not a cloud symbol.
If that app needs payment then it will show price there.
If it's free to download and you never downloaded earlier, it will show GET.
